The GCC Country Department facilitates the provision of Reimbursable Advisory Services (RAS) from the Bank to the GCC countries, the GCC Secretariat General and GCC affiliated institutions.MNCO5 is seeking a Program Manager for the Reimbursable Advisory Services program (RAS) in the Gulf Cooperation Council countries (GCC), based in Riyadh, Saudi Arabia. The Program Manager will be the focal point with the Ministry of Finance in Saudi Arabia overseeing the Technical Cooperation Program (TCP) which includes many technical and advisory tasks spanning numerous ministries. The Program Manager will also oversee the program in Oman and will work with the two Resident Representatives covering UAE, Bahrain, Kuwait, and Qatar. S/he will work closely with the Country Director and the program leaders in developing and implementing strategies, maintaining strong client relations, and overseeing the quality and timeliness of delivery.Reporting LinesThe Program Manager reports to Country Director (CD), who leads Saudi Arabia Country Management Unit (CMU) and will be a key member of the CMU Management Team.Roles and ResponsibilitiesClient RelationsAssists the CD in representation of the Bank and outreach to key stakeholders, especially as they relate to program matters and the broader strategic agenda for the Bank.Day-to-day dialogue with the government on a broad range of policy and implementation issues and keeping the Country Team abreast of that dialogue.Country Strategy Formulation and ImplementationPlay a key role in the formulation and implementation of the Saudi Arabia Partnership Engagement.Advise the CD on the yearly WPA and MOU processes.Facilitate related business development, as requested by the CD, in collaboration with Program Leaders and other GP staff.Support the CD in facilitating cooperation with IFC and MIGA.Pipeline and Portfolio Quality and MonitoringOrganize and lead, jointly with the client and other development partners as necessary, periodic portfolio review meetings in coordination with GPs.Closely monitor project portfolio and operational performance and ensuring compliance with Bank policies.Business Management responsibilitiesBe an active member of the CMU Management Team, functioning as deputy to Country Director and act in his/her absence.Collaborate with Program Leaders and the operational team to promote integrated development solutions across the WBG.People and Talent Management responsibilitiesOverall responsibility for the day-to-day management and operation of the Riyadh country office including resource management, security, external and internal communications, and facilities.Resource Management responsibilitiesManages the unit's budget. Ensures effective formulation of the unit's budget proposal, input into budget decisions and managing the unit's financial resources effectively and efficiently.Knowledge Management responsibilitiesCoordinates with the Program Leaders, Sr. Knowledge Management Officer, and Sr. Communications Officer to disseminate best practices and lessons learned.Selection CriteriaA minimum of 8 years operational experience.
