Technical Support (TS) provides engineering and technical support to the Operation and Maintenance team at the Marafiq IWPP.The main activities are the Engineering and Data Management in close coordination with Power Operations, Desalination, and Maintenance departments.Key tasks involve:Support the process for ensuring that all of the power plant assets within Marafiq are compliant with engineering policies and all relevant statutory obligations associated with the asset.Monitoring and evaluating various relevant parameters to provide accurate information and analysis of the performance of the different processes in the plant.Preparation and submission of daily, weekly, monthly, and any other report required by the business.Assist in the implementation of this process on a cost-effective and timely basis in conjunction with all other maintenance and overhaul activities.Support the management of engineering changes on plant systems, ensuring that they are executed in accordance with relevant Marafiq procedures.Identify and manage asset reliability risks that could adversely affect plant or business operations.Lead the development and implementation of specific engineering work packages in support of these strategies as stand-alone activities or within the overall scope of major projects/overhauls.Functions/Tasks:Ensure the compliance of IMS and provide a safe working environment for himself, his colleagues, and contractors while working on any equipment.Ensure all Method Statements, Work Instructions, and Procedures are followed by himself and Contractors while undertaking any work.Report any unsafe conditions in accordance with procedure.Provide technical support for the change control process.Carry out audits of compliance of all stakeholders within the Marafiq Team with relevant procedures for systems and implement corrective or improvement measures.Dimensions:Track the production losses and abnormally high maintenance cost assets.Find ways to reduce those losses or high costs.In full partnership with the operations and maintenance teams, develop plans to eliminate or reduce the losses using good engineering practices and RCA techniques.Provide technical support to operations, maintenance management, and technical personnel.Direct responsibility for managing overhauls and projects.Manage project expenditure.Develop asset management strategies for all plant assets within Marafiq to deliver the required performance at minimum through life cost.Indirect responsibility for variable levels of support from other teams.Knowledge, skills, and experience:Honors Degree in a relevant engineering or project management discipline.Chartered Engineering Status.Prior experience within the power generation industry in a range of engineering roles including engineering, operation, or maintenance.Prior experience and proven track record of senior project management responsibility within a power plant construction or overhaul environment.In-depth knowledge and proven track record in the management of HSE in a major project environment, ideally supported by NEBOSH National Certificate.Strong organizational, communication, and interpersonal skills to work effectively with both internal and external personnel at all levels of seniority.Prior experience in specifying, procuring, and managing plant component supply and/or overhaul contracts.Accountable for Outcomes:Manage the day-to-day activities of the assigned tasks to deliver its required objectives and effectively support other Operation and Maintenance team activities as required.Continuously liaise with the Engineering, Operations, and Maintenance Managers and other relevant stakeholders within the Operations and Maintenance teams to maintain an overview of the work scope items required to be implemented via overhaul and major project events over a broad time horizon.Guide efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.Lead the development and maintenance of an integrated planning process for Marafiq, effectively delivering requirements with the optimum balance of costs from plant downtime, resources, and materials.Implement strategies for asset integrity and statutory compliance of plant systems on a cost-effective and timely basis, involving close coordination with other members of the Engineering, Operations, and Maintenance teams.Support the development and implementation of appropriate change control processes, ensuring all changes proposed for plant systems are reviewed and confirmed as consistent with the requirements of asset integrity, statutory compliance, and functionality prior to implementation.Lead the detailed planning and coordination of each overhaul/major project event, including work packages being developed and implemented by other stakeholders within the O&M Team.Take overall responsibility for the management of HSE through all stages of planning, coordination, and execution of activities.Support relationship management with key component and overhaul service suppliers, developing appropriate long-term contract strategies.Provide technical support to operations, maintenance management, and technical personnel.Reporting to the Engineering Manager, the post holder has delegated responsibility for planning and implementing all major project works undertaken by the Marafiq team and achieving the required HSE, technical, budgetary, and program objectives.The post holder will have a key role in the management of health and safety, needing to take a proactive approach to developing appropriate management methods and promoting a positive HSE culture.Proactive input to the planning processes for engineering, maintenance, and operational activities will be required to achieve asset integrity objectives with minimum disruption to availability and efficient use of internal and external resources.Working Relationships:The post holder will have working relationships at various levels with both internal and external personnel.
