Job Summary:The Airport Consultant is responsible for providing consultancy services to RC for a period of 12 months, to enable the RC to coordinate with all government agencies to facilitate and have oversight on the selected Airport Operator.The work will require providing consultancy services to RC for overseeing the work of an Airport Operator and coordination with government agencies and with other RC departments including Jabeen and external stakeholders for successful airport operations and growth.Major Responsibilities:Provides consultancy services to RC for the RC to manage airport personnel who shall supervise the work carried out by an appointed Airport Operator.Review documentation for facilitating an airport operator to obtain Airport Certification including operation plans and O&M plansFacilitate an Airport Operator in coordinating with all regulatory / government agencies to obtain approvals for operational services and compliances.Provides consultancy services to RC for review and maintenance of training competencies and training plans and implementation of training by Airport Operator.Advise on development of key KPIs for passenger and CARGO growth operations.Participate in weekly RC staff meetings.Review data by project controls for weekly and bi-weekly reports.Review request for off-project aviation support, if deemed necessary.Education and Experience Requirements:University degree in Civil / Structural/ Electrical / Mechanical or related discipline in aviation.Minimum of fifteen (15) years’ experience in aviation sector.Consultancy experience with GACA procedures and process for obtaining airport certification.Demonstrated experience with preparation of engineering fee proposals and engineering design contracts.Minimum 10 years’ experience / consultancy knowledge in the growth of traffic, commercial outlets including airport revenues.Strong directional leadership, people management and communication skills and the ability to provide strong, active leadership that nurtures a culture of creativity, innovation and empowerment.Skill in oral and written communication.High level of skill interfacing with a wide variety of internal and external stakeholders.High level of skill in presenting to senior management.Demonstrated interpersonal skills. Capable of dealing and interacting with challenging people and situations.Required Knowledge and Skills:Consultancy experience across one or more of the following key airport sectors;Industrial infrastructure developmentMarketing skillsMedia managementSufficient knowledge of computers to monitor schedule of airport works and track completion of outstanding issues.Understanding of industry airport standards, regulatory requirements (eg. GACA/SANS) and safety/security procedures.Understanding of the roles played by other departments on airport projects including interface requirements and stakeholder obligations.Execution planning / financial management / planning and organizing, including basic construction practices and the economics involved.Familiarity with Quality Management Systems.Knowledge of airport communication systems and protocols.Operations & maintenance experience.Consultancy experience in managing multi-disciplinary teamsExperience working in KSASuccessful implementation of mentoring programs for young personnel.Multi-tasking co-ordination skill while executing complex and challenging aviation works.Able to work in a culturally diverse environment.#J-18808-Ljbffr
